Airspace governance: from permission to coordination

Australia does not simply need more places for drones to fly. It needs a trusted way for different aircraft, operators, authorities and communities to share low-altitude airspace.

An airspace map answers only one question: what restrictions are represented at a particular time? Good governance must also establish who has authority, which information is authoritative, how risk is assessed, how operations are coordinated, and how public impacts are addressed.

A practical governance agenda

A permission is a decision. Governance is a continuing system.

Permission determines whether a defined operation may proceed under stated conditions. Governance determines whether thousands of changing operations can remain understandable, accountable and safe over time.

Australia already separates important functions. CASA administers and regulates airspace, while Airservices Australia manages civilian air traffic services. Defence also has responsibilities in military and jointly used airspace. This division of roles is a strength when interfaces are explicit and information remains consistent.

The policy challenge grows as operations become more automated, extend beyond visual line of sight or occur more frequently. A one-time approval cannot by itself manage changing weather, temporary restrictions, emergency activity, aircraft conformance or local conditions.

Our view is that every scalable operating model should answer four questions: who is accountable, what data is authoritative, what happens when conditions change, and how the outcome is reviewed. This turns compliance from a document into an operating discipline.

Digital airspace services should reduce uncertainty, not hide it.

Australia's automated authorisation work and the development of FIMS point toward faster information exchange. The quality of that future will depend on trust in the data, interfaces and accountability behind it.

UTM should not be understood as a single application or a digital replacement for professional judgement. It is an ecosystem of services that can exchange intent, constraints, authorisations and operational status between government, service suppliers and operators.

Automation is most valuable for repeatable decisions with clearly bounded criteria. More complex or unusual operations still require evidence, risk assessment and human accountability. A refusal or limitation should be explainable, and degraded-service procedures should be known before launch.

SITA's proposed principle is graduated assurance: the amount of identity, performance, surveillance, contingency and reporting evidence should increase with operational risk and airspace complexity. This supports innovation without treating every operation as identical.

Safe access also requires social permission.

An operation may satisfy aviation requirements and still lose public trust if privacy, noise, land access or local amenity are treated as afterthoughts.

Low-altitude operations are experienced from the ground. Communities notice frequency, route concentration, time of day, noise character and whether data is being captured. These impacts cannot always be resolved by an aviation safety approval.

Operators should therefore explain purpose, collect only necessary data, define retention and access controls, assess noise and route impacts, and provide a practical contact or complaint pathway. The appropriate response should remain proportionate to the scale and sensitivity of the operation.

Public engagement should influence design before deployment, not merely defend a decision afterwards. A credible governance system makes trade-offs visible and reports what changed as a result of evidence, incidents or community feedback.
